Nairobi Symposium on Ending Impunity Together
On 28-29 April 2015, the Wayamo Foundation and Riara University hosted a two-day symposium featuring Kenyan and international prosecutors, war crimes and crimes against humanity investigators, judges, legal experts, and representatives of civil society. See the SYMPOSIUM PROGRAMME. Kenya’s Chief Justice & President of the Supreme Court Dr. Willy Mutunga provided the keynote speech. Also appearing Ambassador of the Federal Republic of Germany Andreas Peschke, Kenya’s Director of Criminal Investigations Ndegwa Muhoro and Kenya’s Attorney General Githu Muigai. The conference and workshop were held at Riara University in Nairobi. The conference sessions were organised in panel-discussion format to encourage open debate, and included expert speakers that formed interdisciplinary panels. The panel debates focused on: Is there a complementarity turn? How „domestic“ is the future of international criminal law? National and regional courts dealing with serious crimes: Lessons learnt from the International and Organised Crime Units of Canada, Uganda and Rwanda, and discussion about an African Court with jurisdiction over international crimes The International and Organised Crimes Division in the High Court of Kenya — Why and How? The intersection of core international crimes and transnational organised crimes Justice, power and politics — tensions and linkages Challenges to complex international investigations
Nairobi Workshop on Best Practices in Investigation and Prosecution of International Crimes
On 27 April 2015, the Wayamo Foundation facilitated discussions in Nairobi on the Compendium of Best Practices in Investigation and Prosecution of International Crimes and its local application. Workshop participants included international prosecutors, investigators and witness protection experts. WORKSHOP PROGRAMME. Topics and Objectives: To discuss how to use the „Compendium of Best Practices in Investigations and Prosecution of International Crimes“ in national prosecution units To identify the chapters of the Compendium which might be of interest to national prosecutors engaged in using their domesticated Rome Statute, such as the “International Crimes Act”, to investigate and prosecute international crimes To discuss the challenges of witness protection (that is, base-line assessments and the necessity of witness protection from the outset of an investigation up to prosecution and trial) To endeavour to „nationalise“ the Compendium; for instance, by drawing up an expansion of the Compendium based on lessons learnt and experiences of national prosecutors (adding experience gained at the national level to international experience) To draw up training modules for relevant, previously identified chapters (for example, joint investigation teams, witness protection, analysis-driven investigations, linkage evidence, evidence analysis and management, and trial preparations) Photo by Muthoni Njuki, Wayamo.
Nairobi Meeting on Establishment of International and Transnational Crimes Unit
On 26-27 March 2015, the Wayamo Foundation facilitated discussions in Nairobi on the establishment of an International and Transnational Crimes Unit in Kenya’s Criminal Investigations Department (CID). The discussions were aimed at investigators from the Criminal Investigation Department and were opened by CID Director Mr. Ndegwa Muhoro and Ms. Lydia Ligami, the head of the CID’s International Crimes Unit. Also participating were Commission for International Justice and Accountability (CIJA) Director Dr. William Wiley, CIJA Senior Consultant Mr. Ewan Brown and Ms. Lilian Obuo, Head of the International Crimes Division at the Office of the Director of Public Prosecutions.

Nairobi Workshop on Investigating and Prosecuting Cyber Crimes On 16-17 February 2015, the Wayamo Foundation hosted a two-day interagency training workshop for Kenya’s Criminal Investigations Division and the office of the Department of Public Prosecutions on investigating and building complex cyber crime cases, working up the chain of command, chain of custody, and collaboration with neighbouring countries and international law enforcement bodies. The aim of the Cyber Crime workshop was to identify the investigative, analytical and prosecutorial support measures required to ensure the successful investigation and prosecution of cyber crimes. Second Nairobi Workshop on Investigating and Prosecuting Crimes Against Humanity
On 19–20 February 2015, the Wayamo Foundation hosted the second two-day interagency training workshop on Crimes Against Humanity for Kenya’s Criminal Investigations Division and the Office of the Department of Public Prosecutions. The aim of the workshop was to build on the knowledge gained during the first workshop on crimes against humanity held in November 2014 and to test it in exercises and role plays. At the workshop, prosecutors and investigators worked on investigating and building complex cases, interviewing witnesses, working up the chain of command, chain of custody and collaboration with neighbouring countries.
